The Europe 2020 target for energy efficiency is measured by the indicators on 'Primary energy consumption' and 'Final energy consumption'. By 2012, final energy consumption had dropped to 1 102 million tonnes of oil equivalent (Mtoe), the lowest consumption since 1995, then slightly increased again in 2013 to 1 105 Mtoe. Since 2006, when final energy consumption was at its highest level with 1 187 Mtoe, consumption has fallen by 7%. The EU seems to be well on track to reach the Europe 2020 target of 1 086 Mtoe, however recent reductions in energy consumption could also be attributed to the slowdown in economic activities.
